SCAQMD RECLAIM; Maintaining Compliance through the RECLAIM Sunset

The South Coast Air Quality Management District (SCAQMD) continues to enforce the Regional Clean Air Incentives Market (RECLAIM) program. Plans to sunset the RECLAIM program are still proceeding, but it will take longer to transition to more traditional command-and-control rules for RECLAIM NOx and SOx sources. Some rules have been amended or adopted, such as Rule 1146 for boilers, Rule 1110.2 for engines, Rule 1118.1 for non-refinery flares, and Rule 1134 for gas turbines. These rules include compliance schedules for submitting permit applications and meeting new emission standards. In the meantime, RECLAIM facilities must still comply with the monitoring, recordkeeping, and reporting requirements. This webinar will address the current RECLAIM program, landing rules, and schedules and will provide strategies for maintaining compliance during the transition period. Specific rule requirements will be discussed for:
  • Boilers;
  • Turbines;
  • Flares;
  • Internal combustion engines;
  • Ovens, heaters, and miscellaneous combustion; and
  • Other sources
